The data tends to have a muted impact relative to employment data from other countries because the Japanese economy is more reliant on the industrial sector than personal spending.

A higher than expected reading should be taken as negative/bearish for the JPY, while a lower than expected reading should be taken as positive/bullish for the JPY.
