CAIRO, Dec 12 (Reuters) - The lowest offer for wheat presented at Egyptian state grain buyer GASC's international purchase tender on Wednesday was $241.26 a tonne for 60,000 tonnes of Romanian wheat for shipment on Feb. 1-10 free on board (FOB), traders said.

The offer was presented by ADM. Results are expected later on Wednesday.

"The Black Sea region continues to dominate the Egyptian market despite expectations that Russia is selling out," one European trader said.

"But the cheapest Russian FOB offer was $5.7 higher than the cheapest Russian price paid by Egypt last week so Russian prices are moving up."

GASC is seeking an unspecified amount of wheat for Feb. 1-10 shipment.

Traders said the following offers were made in dollars per tonne on a FOB basis:

* ADM: 60,000 tonnes of Romanian wheat at $241.26

* ADM: 60,000 tonnes of Russian wheat at $242.00

* Ameropa: 55,000 tonnes of U.S. hard red wheat at $254.50

* Aston: 60,000 tonnes of Russian wheat at $244.00

* Garant Logistics: 60,000 tonnes of Russian wheat at $247.00

* Agro Industrials: 60,000 tonnes of Russian wheat at $242.90

* Glencore (LON:GLEN): 55,000 tonnes of Russian wheat at $248.86

* GTCS: 60,000 tonnes of Russian wheat at $244.00

Traders said the following were the best cost-and-freight (C&F) offers in dollars per tonne:

* ADM: 60,000 tonnes of Romanian wheat at $241.26 and $15.11 freight equating to $256.37

* ADM: 60,000 tonnes of Russian wheat at $242.00 and $16.35 freight equating to $258.35

* Agro Industrials: 60,000 tonnes of Russian wheat at $242.90 and $16.35 freight equating to $259.25

* Aston: 60,000 tonnes of Russian wheat at $244.00 and $15.00 freight equating to $259.00

* GTCS: 60,000 tonnes of Russian wheat at $244.00 and $15.00 freight equating to $259.00

* Garant Logistics: 60,000 tonnes of Russian wheat at $247.00 and $15.00 freight equating to $262.00

* Glencore: 55,000 tonnes of Russian wheat at $248.86 and $16.58 freight equating to $265.44

* Ameropa: 55,000 tonnes of U.S. hard red wheat at $254.50 and $32.40 freight equating to $286.90
