Europe has just the responsible low inflation mandate (they will sacrifice employment), whereas USA has two mandates in perpetuity: low inflation and low unemployment. As a result USA can't help stimulate more than Europe ever will.

Euro has one mandate, low inflation. USA has two mandates: low inflation and low unemployment. This means USA is in perpetuity simulative; Europe less so.
